General Summary:

The Manager of Application Development position is focused on developing and supporting new and existing operations support systems/applications for Mpower Communications, Inc. This position carries with it the responsibility of managing a team of software engineers/programmers through the full development life cycle for all projects from simple to complex.

Essential Job Functions:

Under general guidance and with latitude for considerable judgment and initiative:

Designs, organizes, staffs, and manages multiple OSS development projects and teams for large projects (such as annual IT initiatives) as well as enhancements/maintenance to existing and/or new systems.

Coordinates all administrative responsibilities for the teams including budgetary and signing responsibilities. Assist in departmental planning and forecasting.

Participates with management in determining near and long range technical directon and staffing.

Works with functional organizations to identify opportunities to improve business areas through the integrated utilization of automated and manual systems.

Integrates with business and technical areas to assess needs and recommend modifications and/or additions to software programs, processing and equipment.

Consults with user departments to ascertain complex data preparation, management requirements, software design, software package and equipment selection. Offers solutions and suggestions to provide optimum efficiency and cost effectiveness.

Facilitates Joint Application Development sessions for the purposes of analyzing user requirements and formulating high-level functional and technical specifications.

Maintains close liaison with assigned functional areas. May be assigned as the primary user contact for one or more functional areas or one or more in-house developed or acquired packaged software products.

May be assigned to special projects or reside on special committees as required. Will participate in project planning, resource allocation and long range planning related to the assigned functional areas.

Develops and/or assesses software designs and conducts design reviews to ensure requirements coverage and soundness of technology solutions design.

As maybe required:

  • Develops and verifies software via code reviews and software program testing activities
  • Prepares application software and procedures documentation for systems and operations purposes
  • Consults with users on the use, performance and quality of applications software programs
  • Ensures that new or modified software provides accurate information, processing and reporting

Utilizes technical knowledge to assure optimum high-level design and performance of software solutions.

Creates employee development and learning plans. Provides supervision, mentoring, assistance and training to assigned staff members.

Responsible for new or modified specifications and software provides for accurate information, processing and reporting.

Responsible for software deliverables that are in compliance with standard software change policies (turnover requirements), and ensures that documentation is kept current.

Advises management of assigned workload, project progress and personnel resource utilization.

Ensure compliance with approved corporate policies and departmental standards and procedures as well as compliance with current laws and regulatory rules.

Keeps abreast of trends as they relate to the Telecommunications and Technology industries by self-study, attending job related seminars, courses, or conferences, which enhance personal and professional development.

Performs other related duties as required, such as project management, conflict resolution, building & supporting a highly motivated team, and providing presentations of technical or functional information.

Knowledge, Skills, Abilities, and Personality Traits:

An in-depth knowledge and experience related to development, implementation and support of Telecommunications Industry Operations Support Systems (OSS).

Technology experience in NT, and / or UNIX using the Oracle DBMS. Software development and software engineering disciplines and experience utilizing languages such as C, C++, JAVA, JSP, ASP, J2EE Technologies, Tomcat, Jboss, JMS, and MS SQL Server.

Strong Communications skills and customer service orientation; Self-directed and goal-oriented.

Education and Experience:

An undergraduate degree in a related discipline such as Computer Science, Business, Mathematics, Statistics, Science or Engineering, and 7 or more years of related experience, preferably 2-3 years in a management and supervisory capacity or an equivalent combination of education and experience. MS or MBA, or significant progress towards a related masters degree preferred

Experience in managing small to medium-sized teams and complex projects with a mixture of developed and purchased software systems.
